Abstract
The Safavid government was the first centralized and independent Shiite-based political system to gain power in Iran and created a new structure for the Iranian political system. The aim of this article is to explain and evaluate the role of the Safavid kings as key figures in shaping new structures in the political, governmental, and social arenas during this important historical period. In particular, this article seeks to answer the question of what measures and strategies the Safavid sultans used to advance social reconstruction and modernization and implement structural changes in Iran
A historical study with a descriptive, data-driven approach and analysis of historical data showed that the foundation of the Safavid government was based on the principle of absolute sovereignty. The Safavid kings devoted themselves to establishing and strengthening new political, financial, and administrative institutions and regulations in various ways, especially through ideological approaches. They played a fundamental and dynamic role in creating and advancing new governmental and social structures, innovating in consolidating power, ensuring religious legitimacy, exerting the influence of Shiite jurists, and carrying out political and administrative reforms in Iranian society.
