The structure of the bureaucracy, especially the institution of the Ministry of the Fatimids of Egypt (358-567 AH) was one of the important reasons for the stabilization and weakening of the power of the Caliphate, so it is important to pay attention to the level of competence and social base in the selection of ministers. The present article aims to investigate the level of social mobility and meritocracy in the structure of the ministry institution in the first Fatimid period of Egypt, the main question is, what was the social mobility and meritocracy in the structure of the ministry institution in a descriptive-analytical way? The findings of the research indicate that, contrary to the views of some contemporary researchers who believe in the meritocratic approach and flexibility and tolerance of the Fatimid caliphs on the Egyptian society, it seems that the level of social mobility among the ministers of the pen is based on intra-organizational mobility and relying on the religious base. and it was social, because in this period (358-466 A.H.) out of 48 ministers, the number of ministers with Shia-Ismaili religious base is more prominent, while most of the ministers were incapable and ineffective in political, social, economic and cultural functions, as some ministers They were in this position for a few days or months.
