The global concept of the discourse of development and modernization has ontological, epistemological, anthropological presuppositions and in general a special intellectual foundation that was formed as a result of the emergence of the modern era and manifested in the field of technology. Experimental sciences and economic-political and social development. In this regard, imperialism first played the role of destroying pre-capitalist economic systems and then established and stabilized the system of global economic dependence and western modernization. Islamic-Iranian model of development is proposed as an alternative model of western development in Islamic countries. This research seeks to examine the conditions and prerequisites for the implementation of this model and the challenges facing Islamic societies. In response to the question, can Islamic societies benefit from the Islamic-Iranian model of progress as a model of economic development against Western modernization theories? This hypothesis is proposed that "the political-economic system of Islamic societies is contrary to the principles of the Islamic-Iranian model of progress due to its integration into the world system and global capitalist and colonial relations, and therefore it is not possible to establish it. Due to the difference in ideological and ontological foundations on the one hand and the dominance and hegemony of the capitalist economy on the other hand, in this research, the prevailing theory about the establishment and expansion of the colonial system in industrial and capitalist societies has been proposed. It is criticized and an alternative theory is presented.
